In a move to facilitate family reunification, Immigration, Refugees and Citizenship Canada (IRCC) has expanded its temporary special measures for Palestinian extended family members residing in Gaza. The program, initially launched in January with a target of processing 1,000 temporary resident visa (TRV) applications, will now extend its reach to 5,000 applications.
Supporting Family Reunification in Challenging Times
Immigration Minister Marc Miller emphasized the government’s commitment to helping families stay together, acknowledging the ongoing challenges faced by Palestinians in Gaza. While movement out of Gaza remains restricted, the increased processing capacity will ensure that more individuals can reunite with their Canadian family members when the situation allows.
Eligibility Criteria and Application Process
To qualify for a TRV under this program, applicants must be family members of Canadian citizens or permanent residents and meet specific requirements outlined by IRCC. Those who are considered Group 1 must:
- have a passport or travel document issued by the Palestinian Authority
- be in the Gaza Strip on the day their application is submitted
- have an eligible anchor
- be the anchor’s
- spouse or common-law partner
- child (of any age)
- grandchild
- parent
- grandparent
- sibling (half-siblings and adopted siblings included)
- not be inadmissible to Canada for reasons other than financial ones
There is also a Group 2 for the family members of those who meet the Group 1 criteria. The department defines family members as :
- A spouse or common-law partner
- A dependent child (yours, your spouse’s, or your common-law partner’s)
- dependent child of a dependent child
Finally, eligible anchors must meet the following criteria. They must be:
- Canadian citizens or permanent residents
- 18 years of age or older
- related to the person described under group 1
- living or intending to live in Canada
- Willing to support the applicant and their family members for one year to help them settle and integrate in Canada
These requirements include having a valid passport, being present in Gaza at the time of application, and having an eligible anchor in Canada who is willing to provide financial and settlement support.
