On December 2, 2024, the U.S. Citizenship and Immigration Services (USCIS) announced that they had received enough H-1B visa petitions to reach the annual limit of 85,000 for the fiscal year 2025 (FY 2025). This includes 65,000 regular H-1B visas and 20,000 for U.S. advanced degree holders.
Non-Selection Notices
USCIS will send electronic notifications to employers or their representatives whose H-1B registrations were not selected. These notifications will be accessible through the myUSCIS account. It’s important to download and save these notices for future reference, as they may become inaccessible if account access is lost.
New Beneficiary-Centric Process
The FY 2025 H-1B registration process marked a significant change, moving to a beneficiary-centric system. This means that each beneficiary, rather than each registration, had an equal chance of being selected, regardless of the number of registrations submitted on their behalf. This change was implemented to enhance the integrity of the process and reduce fraud.
Reduced Registrations and Higher Selection Rate
Compared to the previous year, there was a noticeable decrease in the total number of H-1B registrations submitted for FY 2025. This year, on average, each beneficiary had 1.06 registrations, down from 1.70 in FY 2024.
Out of the 479,953 total registrations received, 470,342 were eligible. Of these eligible registrations, 135,137 were selected, resulting in a selection rate of approximately 29%.
