On November 1st, 2023, Canada’s federal government stated that it will maintain its target of admitting 500,000 new permanent residents in 2026. This follows the multiple increases in immigration quotas in recent years.
According to Immigration Minister Marc Miller, the goal is to enhance labor supply while reducing demands on housing and health care.
In recent years, the government has significantly boosted its immigration targets in order to strengthen the labor force and maintain an aging population.
What Are the Immigration Targets by Class?
Economic Class: In 2024, Canada aims to extend a welcome to approximately 281,135 immigrants through the economic class, constituting 58% of the annual target. This number is set to increase to 301,250 immigrants by 2026, representing 60% of the annual target.
Family Class: As for the family class, the target for 2024 stands at 114,000 immigrants, contributing to 24% of all admissions. This figure will see a slight uptick to 118,000 immigrants by 2026, maintaining its share at 24% of all admissions.
Humanitarian: Humanitarian admissions will encompass around 89,865 immigrants in 2024, making up approximately 19% of all admissions. This category includes refugees, protected persons, and individuals admitted for humanitarian, compassionate, or other reasons. By 2026, the target is expected to be 80,832 immigrants, comprising 16% of admissions.
Express Entry and PNP Targets to Increase
The Express Entry target will be 110,700 permanent resident admissions in 2024, and this will rise to 117,500 immigrants in each of 2025 and 2026.
The Provincial Nominee Program (PNP) target will be 110,000 immigrants in 2024, and rise to 120,000 in 2025, and another 120,000 in 2026.
Spousal, Partner, and Children sponsorship has a target of 82,000 admissions in 2024, and this will rise to 84,000 in each of 2025 and 2026. Meanwhile, the Parents and Grandparents Program (PGP) target will be 32,000 immigrants in 2024, followed by 34,000 immigrants in each of 2025 and 2026.
Canada is Developing a New Approach to Enhance the Immigration System
The Immigration Levels Plan 2024-2026 was introduced one day after Canada revealed a new initiative to enhance its immigration system. On October 31, Immigration Minister Marc Miller acknowledged the deficiencies in the country’s immigration system while presenting the core principles of a fresh approach aimed at modernizing the system.
This new strategy, titled “An Immigration System for Canada’s Future,” is built on three primary objectives:
- Enhancing the welcoming experience for newcomers.
- Aligning immigration with the demands of the labor market.
- Formulating a comprehensive and well-coordinated growth plan.
The IRCC (Immigration, Refugees, and Citizenship Canada) is committed to providing a more accommodating and user-friendly experience to its clientele.
Furthermore, IRCC aims to better synchronize Canada’s immigration policies with its skill and labor strategies.
Lastly, IRCC endeavors to establish an integrated plan among all three levels of government in Canada to ensure that the nation can provide adequate housing, healthcare, and infrastructure for its expanding newcomer population.
