    A why does Canadian denial states you are welcome to apply again , is it a ruse

Your application needs to be attended to by an immigration legal professional.       Regarding the inadmissibility based on criminality, you can apply for Criminal Rehabilitation that will remove that inadmissibility, as if it never happened. In the short term, they can apply for a TRP.
