A key difference between the old and new programs is that the new pilots offer permanent residency to home care workers upon their arrival in Canada. Additionally, home care workers will be able to work for organizations that provide temporary or part-time care to individuals who are recovering from illness or injury or who are semi-independent.
Requirements, Eligibility and Starting Dates
To be eligible for the new caregiver pilot programs, candidates must meet the following criteria:
- A minimum language proficiency level of 4 on the Canadian Language Benchmarks (CLB) tests.
- The equivalent of a Canadian high school diploma.
- Recent and relevant work experience in home care.
- A confirmed job offer for a full-time position in home care.

Francophone Community Immigration Pilot

Manitoba’s West Central Immigration Pilot
On November 15, Manitoba announced a three-year pilot program to tackle labor shortages in its rural west-central region. The province will partner with seven rural municipalities and Gambler First Nation to identify and fill specific labor needs.
According to the Manitoba Minister of Labour and Immigration, this pilot program is a direct response to the demand for skilled workers in these rural areas. It builds on the province’s existing regional immigration initiatives in Winkler-Stanley, Morden, and the Parkland region.

Over the next three years, Manitoba aims to attract approximately 240-300 individuals to fill these labor shortages.
