Pathways Predicted to Launch in 2025

Enhanced Caregiver Pilot Programs

On June 2, 2024, Immigration, Refugees and Citizenship Canada (IRCC) announced two new pilot programs to address the growing need for caregivers in Canada. These new programs replace the previous Home Child Care Provider Pilot and Home Support Worker Pilot, which ended in June 2024.

A key difference between the old and new programs is that the new pilots offer permanent residency to home care workers upon their arrival in Canada. Additionally, home care workers will be able to work for organizations that provide temporary or part-time care to individuals who are recovering from illness or injury or who are semi-independent.

Rural Community Immigration Pilot

Building on the success of the Rural and Northern Immigration Pilot (RNIP), Immigration, Refugees and Citizenship Canada (IRCC) has introduced a new Rural Community Immigration Pilot.

This new pilot program aims to attract skilled immigrants who can help address labor shortages in smaller, rural communities across Canada. The program offers a pathway to permanent residency for individuals who wish to settle in these communities long-term.

Requirements, Eligibility and Starting Dates

This pilot was scheduled to launch in the fall of 2024 but is now expected to launch in 2025.

Program eligibility criteria are yet to be announced.

Francophone Community Immigration Pilot

This pilot program is part of Canada’s broader strategy to support the growth of French-speaking communities across the country. The Francophone Community Immigration Pilot will specifically target French-speaking immigrants who wish to settle in francophone minority communities outside of Quebec.

The goal of this pilot is twofold:

  1. To contribute to the economic development of these communities.
  2. To help maintain and increase the population of French-speaking communities.

Requirements, Eligibility and Starting Dates

This pilot was announced at the same time as the Rural Community Immigration Pilot.

As with the Rural Community Immigration Pilot, IRCC will work with select communities participating in the pilots to “attract and retain foreign skilled workers in rural and francophone minority communities.”

Program eligibility is yet to be announced.

Manitoba’s West Central Immigration Pilot

On November 15, Manitoba announced a three-year pilot program to tackle labor shortages in its rural west-central region. The province will partner with seven rural municipalities and Gambler First Nation to identify and fill specific labor needs.

According to the Manitoba Minister of Labour and Immigration, this pilot program is a direct response to the demand for skilled workers in these rural areas. It builds on the province’s existing regional immigration initiatives in Winkler-Stanley, Morden, and the Parkland region.

Over the next three years, Manitoba aims to attract approximately 240-300 individuals to fill these labor shortages.

While specific details about the program’s launch date and eligibility criteria have not yet been released, more information is expected to be shared in the coming months.
