Does salary matter when applying as a Federal Skilled Worker?

I wish to immigrate to Canada through the Federal Skilled Worker Program. I have a job offer as a manager at a restaurant and feel that I would qualify under NOC group 001. I had a telephone meeting with an immigration consultant who told me that my pay is too low to qualify. The job will pay me $12/hour for about 55 hours per week. I can not find any information on this topic. Does salary matter when applying as a FSW?

    Yes, you must have prevailing wage.
