Would our baby be recognized as a Canadian Citizen?

My wife is pregnant, unfortunately she is not a PR card holder and I am. Would she be able to deliver her baby in Canada as she intends to deliver there ? I understand that she would have to pay as a tourist as she would not be granted health coverage.  Would the baby be recognized as a Canadian Citizen?
