Would attending a Canadian culinary college qualify for a CEC visa?

I am a chef in China that had gotten his training in Vancouver, British Columbia. A classmate of mine is planning on opening a restaurant and he has expressed that he’d like me to serve as head chef. This would be a great opportunity for my family and myself as we were considering immigration to Canada. Would attending a Canadian culinary college qualify for a CEC visa?

    Unfortunately, attending a Canadian Culinary college would not qualify for Permanent Residency status under the Canadian Experience Class (CEC) category.

    You need to meet these requirements to apply under the Canadian Experience Class. You must:

    -have at least 12 months of full-time (or an equal amount in part-time) skilled work experience in Canada in the three years before you apply in a NOC O, A or B position
    -have gained your experience in Canada with the proper authorization
    -meet the required language levels needed for your job for each language ability (speaking, reading, writing, and listening).
    -plan to live outside the province of Quebe
