Changes to Federal Skilled Worker Program to Help Immigrant Employees

The Canadian Government puts forward on August 17 the intended regulatory changes to the Federal Skilled Worker Program (FSWP) that will improve Canada’s selection for skilled workers who can certainly meet the expectations upon arrival in the country.

Citizenship, Immigration and Multiculturalism Minister Jason Kenney said that skilled
immigrant workers the way to success in Canada.


In proposing some changes to the FSWP, the following activities were carried out in the extensive program assessment by Citizenship and Immigration Canada (CIC):

  • There were public consultations organized.
  • Stakeholders were likewise consulted.
  • Extensive research has been sought.

What Are the Changes to the Federal Skilled Worker Program?

After conducting the substantial assessment program, the Citizenship and Immigration Canada (CIC) proposes the following changes to the Federal Skilled Worker Program (FSW):

  • Increased the priority over young immigrants or applicants who are likely capable of adapting to or acquiring worthy Canadian experience and remaining in the labor force longer.
  • Instituted a new minimum official language portal and increasing the importance of language as one of the key factors in the selection process.
  • Raised the core value of Canadian work experience and narrowing points for foreign work experience.
  • In preventing fraud and possible abuse, it also simplified the process for arranged employment.
  • Conferred points on spousal language ability and Canadian work experience.
  • Introduced the Educational Credential Assessment that will be required mandatorily. The education of the applicants outside of Canada will be evaluated by designated organizations against the standards of Canadian education. The points to be awarded shall be calculated by the CIC based on how an applicant’s education abroad compares to an academic credential obtained and completed in Canada. This will not however result to applicants becoming licensed to practice a government regulated profession or trade.

According to the CIC News Releases, Minister Kenney stated:

 “This is an important step we are taking to address the problem of immigrants arriving and not being able to work in their field.
This new requirement will help potential newcomers make informed choices about immigration and Canadian career paths.”

The Citizenship and Immigration Canada (CIC) has set the date for inviting submissions from interested expert organizations engaged in foreign credential evaluation reviews on August 20, 2012. Organizations have until September 21, 2012 to submit service proposals.

The new matrix for Foreign Skilled Worker Program points is expected to be implemented sometimes in January 2013.
